ASSISTANCE & COOPERATION AGREEMENT

BETWEEN THE SCOUT ASSOCIATION OF THE BAHAMAS

AND THE INTERAMERICAN SCOUT OFFICE

 

 

In Nassau, Bahamas, on 17 November 2004, between the Scout Association of the Bahamas, henceforth “the Association”, duly represented by the Chief Scout Mr. Alex Gibson, the President Mr. Winston Newton, the Chief Commissioner Mr. Brian Christie; and the Interamerican Scout Office, henceforth, “the ISO”, represented by its Deputy Regional Director, Mr. Alberto Del Brutto, and with the purpose to fulfil the objectives set forth in the 2003-2005 Regional Plan of the Interamerican Scout Organization, called “Growing Together”, have agreed upon the following assistance & cooperation agreement:

 

 

First:               The Association expresses its will to adhere to the world and regional policies for Scouting, particularly to the Youth Programme and Human Resources policies adopted by the 19th Interamerican Scout Conference in September 1995 and the Institutional Development Policy adopted by the 21st Interamerican Scout Conference in September 2001, and hereby commits itself to the implementation of the said policies as specified in the clauses below.

 

Second:           The ISO, on its part, commits itself to cooperate with the Association and to provide priority technical assistance as needed to fulfil the responsibilities stated in this agreement.

 

Third:              With regard to the objectives set for the Youth Programme Strategic Area, the Association commits itself to the following: 1) Continue the implementation of the Regional Youth Programme Policy in all of its sections. 2) Apply in all of its local Units the regional educational material produced so far for the Cub Scout and the Scout Sections, and that to be further produced as complementary material for the said sections. 3) Continue to participate in the Regional Task Forces to produce educational material for the Senior Sections (Venture Scout and Rover Scout). 4) Facilitate the work of the ISO with the Association through research, statistical information and other reports that would foster the implementation and evaluation of the Regional Youth Programme Policy and its educational tools. 5) Regularly report to the ISO the progress in the implementation of the Youth Programme in order to set joint support action. 6) Appoint a Leader in the national level as the Correspondent to the Network for the Production of Educational Material (REME), and regularly send ideas for educational activities to be published by REME. 7) Carry out during 2005 enough dissemination seminars and/or training courses on the Cub Scout and Scout Sections so as to cater for at least 30% of the Leaders serving in the said Sections. 8) Establish, as of April 1st 2005, in cooperation with the ISO, a strategic process to improve the Venture Scout Section, for young people in the 16-20 age group.

 

Fourth:            The ISO commits itself to the following support actions in the Youth Programme strategic area: 1) Grant the association a 15% discount on the listed price of the regional educational tools and publications, for all orders within this agreement.  2) Help the Association in the preparation of financial projects to cover the acquisition of educational material for working periods of over one year.  3) Provide on-going advice for the implementation of the Youth Programme in the diverse Sections.  4) Propose additional support action as deemed convenient according to the progress reports submitted by the Association. 5) Provide all educational material produced by REME and advise on the functioning of a national REME Network. 6) Participate during 2005 in leading a team for at least two of the dissemination seminars and/or training courses to be held by the Association for the Cub Scout and the Scout Sections, and advise in the design of the said activities. 7) Provide advice to the Association in the design and implementation of an improved Venture Scout Section.

 

 

 

 

 

 

 

 

Fifth:               With regard to the objectives set for the Human Resources Strategic Area, the Association commits itself to the following: 1) Evaluate its present policies on Human resources and adjust them in accordance with the Regional Human Resources Policy. 2) Continue to improve its recruitment processes, training systems and follow-up processes, in accordance with the recommendations from the Interamerican Scout Office. 3) Participate with at least one representative in the Regional Human Resources seminar to be held for the English-speaking Caribbean Area. 4) Appoint a Leader in the national level as the Correspondent to the Human Resources Network and regularly contribute ideas to the said network. 5) Carry out during 2005 enough dissemination seminars and/or training courses, workshops or modules on the Human Resources aspects so as to cater for at least 20% of the Leaders serving in the Association.

 

Sixth:              The ISO commits itself to the following support actions in the Human Resources strategic area: 1) Provide advice for the revision and adjustment of the Association’s Human Resources procedures in accordance to the relevant regional policy. 2) Grant the Association one scholarship for participation, board and lodging (exclusive of airfares) at the Regional Human Resources seminar to be held for the English-speaking Caribbean Area. 3) Provide to the Association at no cost with the originals of the educational material produced for the Human Resources area, as described in objectives 7, 8 and 9 of the 2003-2005 Regional Plan, and grant authorization to reproduce the said material within Barbados in the way it is deemed necessary. 4) Assist the Association in the implementation of the adjusted Human Resources Policy and participate in leading the team for at least one of the seminars, courses, workshops or modules for the said purpose to be held during 2005.

 

Seventh:         With regard to the objectives set for the Institutional Development Strategic Area, the Association commits itself to the following: 1) Start to apply in its structure and working systems the concepts of the Regional Institutional Development Policy. 2) Hold the necessary seminars or workshops so as to obtain a wide consensus on the adjustments to the structure and working systems that are identified as needed. 3) Appoint a Leader in the national level as the Correspondent to the Institutional Development Network and regularly keep in touch with the said network. 4) Promote the use of planning tools at the local Group and District levels. 5) Make efforts to attend the 12th Pan-American Scout Jamboree, to be held in Argentina in January 2005. 6) Attend the 37th World Scout Conference to be held in Tunisia, in September 2005. 7) Start planning for the celebrations of the Centennial of Scouting in 2007 and to attend the 21st World Scout Jamboree, to be held in England in July-August 2007, with one troop. 8) Make efforts to join the unified membership registration system to be developed with the cooperation of the ISO.

 

Eight:              The ISO commits itself to the following support actions in the Institutional Development strategic area: 1) Provide advice to the process of adjustment of the structure and working systems as mentioned above. 2) Participate at least once during 2005 in leading the team for the seminars or workshops destined to the implementation of the said process. 3) Provide to the Association at no cost with the originals of the planning tools prepared at regional level, and grant authorization to edit and/or reproduce the said material within the Bahamas in the way it is deemed necessary. 4) Provide to the Association, within the second semester of 2005, with software for the membership registration system developed at regional level. 5) Provide the Association at no cost with 30 copies of the Institutional Development Policy.

 

Ninth:              The Association states that it has set as its vision a growth in membership to reach 1,800 registered members as of 31 December 2007; and that from the said date it proposes itself to grow at a 10% rate annually, so as to reach 31 December 2010 with 2,400 registered members.  The Association has declared 1,017 registered members as of 31 December 2003.  On its part the ISO commits itself to agree upon annual support actions to help the Association to reach the aforementioned goals.

 

 

 

 

 

 

 

 

 

 

 

Tenth:             In addition to all the actions committed by both parties in this agreement, the Association may participate in all other regional actions as carried out or promoted by regional bodies as set in the 2003-2005 Regional Plan.  Both parties may agree upon addenda to this agreement when and in the way they deem appropriate.

 

Eleventh:        This agreement will last until 31 December 2007.  After duly evaluated, both parties will consider its renewal for additional three-year periods.

 

Twelfth:          This agreement is signed in three identical copies, one for each party and the third for the World Scout Bureau.
